The Director for Tertiary Education at the Ministry of Education, Prof. Yayra Dzakadzie(PhD), has provided an update on the implementation of the National Labour Commission’s arbitral award dated 2nd May, 2023 regarding the compulsory arbitration between the Fair Wages and Salaries Commission (FWSC) and the Colleges of Education Teachers Association of Ghana (CETAG).
Implementation of Conditions of Service from 1st January, 2023
Regarding the implementation of conditions of service from 1st January, 2023, all outstanding arrears are directed to be paid.
Payment of Outstanding Arrears from January, 2023 – July, 2023
The Controller and Accountant General’s Department has been directed to make a one-time payment of all outstanding arrears accumulated between January, 2023, and July,2023 to CETAG as part of salaries at the end of August, 2023.
Compensation for Additional Duty Performed

The Ministry of Education, Ghana Tertiary Education Commission, and Principals of Colleges of Education have been directed to compile a list of eligible tutors who performed additional duties in 2022.
These tutors will receive one month’s salary as compensation.
Leave for Entitled Workers
The Ministry of Education has directed all Principals of Colleges of Education to prepare and submit a leave roster for all tutors within ten working days in compliance with the arbitral award.

All entitled workers will receive fifteen days of leave.
On-Going Staff Audit
According to the Ministry, the staff audit is complete, and its report is currently being generated by Ghana Tertiary Education Commission (GTEC).
