Gov’t and Organized Labour Agree on 10% Base Pay Adjustment for 2025

The Public Services Joint Standing Negotiating Committee (PSJSNC) has successfully concluded negotiations on the 2025 Base Pay, resulting in a 10% adjustment on the Single Spine Salary Structure for the 2025 fiscal year.

The negotiations, which started on February 14th and concluded on February 20th, were facilitated by the Fair Wages and Salaries Commission (FWSC).

The process brought together key stakeholders, including representatives from the government and Organized Labour.

President John Dramani Mahama joined the final day of the negotiation and appealed to the leadership of Organized Labour to consider the current economic situation.

“We must remain considerate in our demands, keeping in mind the economic challenges we face,” President Mahama stated.

Minister for Labor, Jobs and Employment, Hon. Dr. Abdul Rashid Pelpuo, emphasized the government’s commitment to the wellbeing of public sector workers.

“This adjustment is a testament to our dedication to enhancing the living standards of public sector employees,” Dr. Pelpuo remarked.

He also commended the FWSC for their technical expertise that led to successful negotiations.

Finance Minister, Dr. Cassiel Ato Forson, expressed his gratitude for the cooperation shown by Organized Labour during the negotiations.

“The collaborative spirit exhibited by Organized Labour has been instrumental in reaching this agreement,” he said.

FWSC Chief Executive, Ing. Benjamin Arthur, highlighted the importance of fair compensation.

“Ensuring fair wages for our public sector workers is paramount, and we are committed to this cause,” Ing. Arthur commented. He also appreciated the cooperation from Organized Labour.

The leadership of Organized Labour also conveyed their gratitude to the government for the successful conclusion of the base pay negotiations.

GES Salary Scale for Employees

The salary scale of teachers in the Ghana Education Service (GES) ranges from level 14 to level 25.

Highlights of Teachers’ Salaries in Ghana

a. Senior High School Heads: The minimum salary scale for heads of senior high schools is at the Deputy-Director rank, which is level 20.1 (PSH20.1). Due to the additional responsibilities of being a head, the scale is moved to PSL21.1, the lower end of the next rank.

b. Basic School Heads: Heads of basic schools are placed on level 17.1 (PSH17.1), which is the higher end of the next level. Typically, these heads would have been on PSH16.

c. Diploma Recruits: Diploma holders are initially placed on level 14.1. They remain on this level until promoted to level 15.1, and subsequently progress to higher levels. The number of years spent on a particular level determines their points, e.g., level 14.3 for three years and level 14.6 for six years.

d. Degree Recruits: Degree holders are placed on level 16.1 upon entry. After some years on level 16, they are eligible for promotion to higher levels.

e. Extra Responsibilities: Teachers with additional responsibilities are moved to the next salary scale. Entry-level degree holders at PSH16.1 with extra responsibilities are moved to the high end of the next scale (PSH17.1).
