The Minister of Finance, Dr. Mohammed Amin Adam, has submitted the expenditure in advance of appropriation for the period January to March 2025 to Parliament.
This mini-budget, amounting to GH¢68.1 billion, is designed to ensure the continuity of essential government services during the transition period.
The incoming NDC administration will present the full budget for the remainder of 2025 at a later date.

However, this mini-budget is crucial to cover critical expenditures during the first quarter of the year, including salaries of public sector workers, statutory payments, essential infrastructure maintenance, and funding for vital social intervention programmes.
The mini-budget is a constitutional requirement during a transition year to prevent any disruptions in government operations.
Following its submission, Second Deputy Speaker Andrew Asiamah Amoako referred the document to the Budget and Finance Committees for thorough review.

The committees scrutinized the figures and policies outlined in the mini-budget and reported their findings back to the House, which then approved them.
Out of the approved sum:
- GH¢16.46 billion will be allocated to employee compensation.
- GH¢3.12 billion is earmarked for goods and services.
- GH¢20.69 billion will go towards interest payments.
- GH¢45.50 million is set aside for subsidies.
- GHc9.19 billion is designated for grants to other government units.
- GH¢234.70 million will cover social benefits.
- GH¢9.46 billion is for other expenditures.
- GH¢5.29 billion is for capital expenditure.
- GH¢2.34 billion will be used for arrears clearance.
- GH¢1.28 billion is for amortisation.
