The West African Examinations Council (WAEC), responsible for conducting the West African Senior School Certificate Examination (WASSCE), has issued an urgent appeal to the government to settle its outstanding debt.

The funds are needed to complete post-examination processes and release the results of the 2024 WASSCE.

In an interview with the Daily Graphic, John Kapi, WAEC’s Head of Public Affairs, disclosed that the government has so far paid GH¢75,976,815.50 out of a total debt of GH¢186,437,617.50 owed to the council.

“We want to avoid a situation where examiners hold onto our scripts because they are uncertain about when they will be compensated for their services. Additionally, we aim to ensure that the academic calendar of universities is not disrupted,” Kapi explained.

Implications of Fund Delays

Kapi highlighted several challenges resulting from the delay in fund releases.

These include the high cost of conducting examinations due to the inability to procure materials in bulk in advance and exposure to exchange rate volatilities.

There are also delays in paying examiners, invigilators, and supervisors, prompt payment to suppliers, and replacing obsolete machinery.

“The delay has also hampered our ability to curb examination malpractice and introduce innovative measures to address new trends,” Kapi added.

Funding Challenges

As a non-profit organization, WAEC’s main source of funding comes from examination fees paid by candidates.

These fees cover the costs of printing examination questions, marking scripts, invigilation, supervision, maintaining machinery, and purchasing stationery.

Kapi attributed the funding delays to the government’s absorption of examination fees at both basic and senior high school levels under the Free Senior High School policy.

“Over the past few years, WAEC has faced financial stress due to the irregular release of funds. This lack of timely remuneration is affecting our credibility,” Kapi emphasized.

The council has urged the government to address these funding issues promptly to maintain the integrity and smooth operation of the examination process.
