The Ghana Tertiary Education Commission (GTEC) has announced the dissolution of all Governing Boards and Councils of public tertiary education institutions, effective January 7, 2025, in accordance with the Presidential Transitional Act, 2012 (Act 854).
This move marks a significant shift in the governance of these institutions as the country navigates a period of transition.
In an official letter dated January 2, 2025, and addressed to all tertiary institutions, GTEC Director-General Professor Ahmed Jinapor Abdulai stated that all decisions requiring approval by the dissolved boards and councils must be put on hold until new bodies are properly constituted.
“As a result, all decisions requiring approval by such entities; Boards and Councils will have to be STAYED till new ones are properly constituted,” the letter reads.
The letter further indicated that any urgent decisions needed during this transitional period should be directed to GTEC for guidance.
“In situations where such decisions require urgent attention during this transitional period, please do not hesitate to reach out to the Commission (GTEC) for guidance and advice,” GTEC noted.

Additionally, GTEC has offered to oversee matriculation and graduation ceremonies upon request during this transitional phase.
“In the meantime, GTEC will be available to superintend over matriculation and graduation ceremonies upon request by institutions during this transitional period,” he noted in the letter.
Prof. Abdulai added, “We are here to ensure that the academic calendar continues smoothly, despite the changes in governance.”
