The Ghana Tertiary Education Commission (GTEC) held a 45-minute briefing on August 15th, 2024, to update stakeholders on the ongoing migration of staff from Colleges of Education (CoEs) to the university pay structure, as per the National Labour Commission (NLC) Arbitration Awards.
The meeting, attended by representatives from the University of Cape Coast (UCC), PRINCOF, CETAG, and CENTSAG, provided a detailed overview of the ongoing process and progress made by the Technical Committee responsible for the migration.
According to the Technical Committee, the migration is being carried out based on the qualifying criteria of the affiliate universities by using their scheme of service and statute.

Here are the highlighted key features of the migration plan:
• Affiliation-Based Clustering: Colleges are grouped based on their affiliating universities.
• Faculty Treatment: Colleges are being treated as Faculties within the university structure.
• Unified Grade Structure: There will be one grade structure for all staff in the Colleges
• Staff Audit as Foundation: The staff audit forms the basis of the migration exercise
• Preservation of Nomenclature The current nomenclature (i.e. principal, tutor, secretary, finance, accountant etc.) shall be maintained but salary shall be equivalent to the analogous grades at the University.

• Grade Mapping: There will be mapping of grade structure with the affiliate University
• No Loss of Benefits: Staff will not experience any reduction in benefits. Even with conversion differences, pensions will not be affected.
• University-Driven Promotions: After migration, promotions will be handled by the affiliated universities based on their respective schemes of service.
• Transitional Grades: For positions that do not have direct equivalents in the university structure, transitional grades have been developed to ensure career progression.
The Committee disclosed that it is close to completing the migration for UCC-affiliated colleges.

The process for colleges affiliated with the University of Ghana will commence after the completion of the UCC migration.
According to the Technical Committee, they have been given 36 days to finalize the entire migration exercise.
They assured attendees that they will strive to meet the deadline, urging colleges that have not yet submitted an updated data for the migration to do so promptly.
